Built in 1878 (Meiji 11) as the drill hall of the former Sapporo Agricultural College, this is one of Hokkaido's most iconic historic buildings. Constructed at the urging of the college's first principal, Dr. William S. Clark, it served as the central facility for military drills, entrance ceremonies, and graduation events. Designated as a National Important Cultural Property in 1970, it is considered the oldest surviving clock tower building in Japan.


The white wooden exterior and the large clock mounted in the tower are immediately distinctive. The clock has been keeping time since 1881, and its clear bell chimes continue to ring every hour to this day. The interior functions as a museum: the first floor displays exhibits and video presentations on the history of the clock tower and the mechanics of its timepiece, while the second-floor hall is restored to its Meiji-era lecture hall appearance, allowing visitors to experience the atmosphere of the old agricultural college.


Standing with quiet dignity amid the surrounding urban buildings, the Clock Tower remains a precious landmark conveying the pioneering spirit of the Meiji era, and draws visitors from both Japan and abroad.
