An expansive park covering approximately 189 hectares, designed by world-renowned sculptor Isamu Noguchi under the guiding concept of "the entire park as a single work of sculpture." The project began in 1988 with the aim of using art to reclaim and regenerate what had been a municipal garbage disposal site. Noguchi passed away in December of that same year, but work continued under the close supervision of the Isamu Noguchi Foundation in faithful adherence to the master plan, and the park finally opened in full in 2005.

Throughout the park, Noguchi's aesthetic vision is embodied in a series of distinctive structures: Moere-yama, an artificial mountain 62 meters high; the Tetra Mound, a striking geometric earthwork; and the Sea Fountain, which sends jets of water up to 25 meters into the air in a grand summer display. The park's iconic Glass Pyramid "HIDAMARI," designed by Noguchi himself, serves as a museum, café, and shop, hosting exhibitions and events year-round. In winter, the snowy slopes of Moere-yama become a popular sledding hill.

The park is characterized by its beautifully ordered geometric landscape and an almost limitless sense of openness, offering walking, cycling, and art appreciation in abundance. The park is accessible by bus from Kanjodori Higashi Station on the Sapporo Subway Tozai Line.
